Administrative history / Biographical sketch
The first Catholic education institution in the Grande Prairie area was established at St. Francis Xavier’s Mission on Sturgeon Lake in 1907. When St. Vincent’s Mission was established on Bear Creek in 1908, the brothers taught school to the Metis children of Flying Shot Lake, but not in a formalized system. In 1910 the townsite of Grande Prairie City was laid out across Bear Creek from the Mission, and soon there were one-rooms schools both in the village and in the Flying Shot Lake District, so the Metis children went to the public schools. By 1927, there were enough parishioners to demand a separate Catholic School Board, so Grande Prairie Roman Catholic Separate School District No. 28 was formed. The school, named St. Joseph, was started with lay teachers, but by 1932 it was under the charge of the Sisters of the Holy Cross, with Sister Lucy as principal. This was the only Catholic School in the area until after World War II.
In 1946, Fr. Robert, OMI, encouraged the parishioners of Spirit River to create a separate school district. They appealed to the Grey Nuns, who were already running the hospital in Spirit River, to give them Catholic Education as well, but their request was denied. Finally, in 1948, Spirit River RC Separate School District No. 36 was formed. Two new Grey Nun Sisters arrived from Montreal and Ste. Marie School opened that September. In the meantime, Fairview RC Separate School District No. 35 had been established early in 1948 with the unanimous support of the parishioners. Within two weeks a site was chosen and by September a two-room school, named St. Thomas More, was finished and ready for classes.
For almost ten years there was little change in the numbers of Catholic School districts in the area, then two were formed in quick succession. In 1955, Sexsmith RC Separate School District No. 51 was formed and St. Mary’s School was built, taught by the Sisters of the Holy Cross. This school was supported by five rural auxiliary districts who could send their students to Sexsmith as well. In 1957, Beaverlodge RC Separate School District No. 68 was established, and St. Mary’s School opened in September 1958, taught by the Sisters of the Holy Cross traveling in from Grande Prairie. By 1959, a convent had been built beside the school to house the Sisters. Over the next years, several more rural districts were created but they all sent their children to the existing schools.
In 1989 a study considered the financial, governance, and political implications of amalgamating the districts in a report titled “Feasibility of Amalgamating Separate School Jurisdictions in the Grande Prairie Area”. The study covered four Catholic Separate School jurisdictions: Grande Prairie No. 28, Grande Prairie Rural No. 190, Beaverlodge No. 68, and Sexsmith No. 51. The study concluded that the Grande Prairie City and Rural could be combined but that Beaverlodge and Sexsmith would be adversely affected. An update in 1991 continued to pursue the idea, broadened now to Fairview and Spirit River. On August 31, 1994, the amalgamation of the Grande Prairie and District Catholic Schools became official. At that time there were three participating partners: Grande Prairie, Fairview, and Spirit River. Beaverlodge and Sexsmith joined later to create one large district named Grande Prairie Roman Catholic Separate School District No. 28.

The fonds consists of minutes for the separate school districts in Grande Prairie, Spirit River, Fairview, Sexsmith, and Beaverlodge; daily registers for Grande Prairie Schools, Spirit River, Sexsmith, and Beaverlodge; operational files for Grande Prairie, Spirit River, Sexsmith, and Beaverlodge; photographs for Grande Prairie, Spirit River, and Fairview; and scrapbooks which contain news clippings about the entire area.

Arrangement
Records are arranged in the original order in which we received them. Therefore, the minutes and school registers of all the districts, which were being housed at the Catholic Education Centre, are together, while the operational files, which were being housed at individual schools representing predecessor school districts, are in the series related to that school/district.

Date: 1938-1994 (date of creation) Scope and content: The series consists of the minutes of the five schools which amalgamated under the banner of the GPRCSSD No. 28: the original Grande Prairie District No. 28 from 1938-1992; the Fairview District No. 35 from 1948-1993; the Sexsmith District No. 51 from 1955-1992; the Beaverlodge District No. 68 from 1957-1983; and the Spirit River District No. 36 from 1967-1993. Scope and content:
The organizational meeting of the Grande Prairie Separate Schools Administrative Association was held at St. Joseph’s School on November 28, 1963. The Committee was to be made up of members of the Board of Trustees, School Superintendent, Principals and Vice Principals from each of the Grande Prairie Schools, and the Secretary-Treasurer of the School District. The purpose of the Association was as a “means of a better system of communication between the Board, Principals, and Staff. The sub-subseries consists of the minutes of the Administrative Association meetings which were held on a monthly basis to discuss issues in common to the schools and staff, and communications about changes at the different schools. |

Scope and content:
In 1971, representatives from the Grande Prairie RCSSD 28, Beaverlodge RCSSD 68, Sexsmith RCSSD 51, St. Thomas More RCSSD 35, Spirit River RCSSD 36, and Ft. Vermilion RCSSD 26 proposed a pilot project for “A Model for Shared Superintendency Services” to the Alberta Governments. Their objective was to develop a model whereby smaller School Districts could share the cost of the required Superintendent who would be able to provide effective educational leadership to the whole area without having to consider allegiance to the one large board which had signed the contract. The project was successful and remained in effect until the growth of the Grande Prairie RCSSD required a full-time superintendent for their schools alone. The sub-subseries consists of minutes of the Joint Superintendent Liaison Committee as they worked out an agreement between the various districts and the superintendent, the three years the agreement was in place with GPRCSSD as a partner, and correspondence regarding the need for a dedicated Superintendent for the Grande Prairie district. |

Scope and content:
In 1971, the salary agreement with the GPRCSSD teachers stipulated that an Education Consultation Committee would be set up to consider any proposed changes in educational matter. The committee would be advisory, with equal representation from the Board of Trustees and the teachers, who would be the ATA Representatives from the three Catholic Schools existing in Grande Prairie at that time. Recommendations from the committee would be given, in writing, to both the board and the teachers. The sub-subseries consists of the minutes of the monthly meetings plus relevant correspondence. |

Scope and content:
Special Committee Meetings were held on an ad hoc basis as issues arose and were attended by the Superintendent of Schools, a representative from the Board of Trustees, the Secretary-Treasurer of the Board who acted as the recording secretary, and any other resource people needed to discuss the issue at hand. Reasons for special committee meetings included subjects such as the overall school year, budgets and funding requests, salary grids and negotiations, legal agreements, and the review of specific programs such as religious instruction and the school band program. The Special Committee had no authority in its own right but made recommendations to the Board. The sub-subseries consists of minutes of the Special Committee Meetings from 1973 to 1983. It sometimes includes copies of the Regular Board Meetings, presumably to record the Board’s request about the issue at hand. |

Series 0350.02: Daily Registers
Date: 1928-1998 (date of creation) Scope and content: The series consists of Daily Registers which list the name of each student, the names of parents and the address/location of the family. Each page is signed by the teacher. The majority of the registers are from St. Joseph’s and other Grande Prairie Schools, but there are some from St. Mary’s in Sexsmith and Beaverlodge, and a few teachers returns in the files from Ste. Marie in Spirit River. They are arranged in order of date, not by school, which is the original order in which the records were received. From 1996-1998, the files contain summary enrollment reports rather than the actual Daily Registers. An accrual in 2014 brought in the Daily Registers from the St. Thomas More School in Fairview. These are located together, in date order from 1948-1997. An accrual in 2015 included Daily Registers from Spirit River RC District #36 from 1948-1989, Sexsmith RC District #51 from 1955-1987, and Beaverlodge RC District #68 from 1958-1991. Date: 1936-1980 (date of creation) Scope and content: The subseries consists of records kept by the Secretary-Treasurer of the School Division in his/her role of assisting with the operation of the Catholic Schools in Grande Prairie. They are organized in original order. From 1936-1955 all records are interfiled together, consisting of correspondence, financial records, student lists, tuition agreements, and tax records. From 1955-1990 the audited financial statements are separated out and in their own files. Date: 1967-1989 (date of creation) Scope and content: The subseries consists of miscellaneous grant statements and applications showing funding for the GPRCSSD from sources other than Alberta Education. This includes the City of Grande Prairie through the school tax requisition, the County of Grande Prairie for bussing, the provincial government through Alberta Manpower employment grants, and the federal government through the official languages program. Subseries 0350.04.07: Physical Plant
Date: 1956-1988 (date of creation) Scope and content: The sub-series consists of building files for the following Grande Prairie Schools: Holy Cross (the original St. Joseph’s), Kateri Mission, St. Clement, St. Gerard, St. Joseph’s High School, and St. Patrick. There is also a file on the building of the first Catholic Education Center on 108th Avenue and 102nd Street. Contained in these building files are correspondence, tenders, agreements and contracts, specifications and blueprints, and reports on maintenance, additions and updates. There is also documentation on grants received under the Building Quality Restoration Program (BQRP). Subseries 0350.08.01: Board of Trustees
Date: [1960-2004] (date of creation) Scope and content: The subseries consists of photographs of the Board of Trustees and Superintendents for GPRCSSD No. 28 from about 1962 to 2004. The majority are individual studio portraits which would have been displayed in the Catholic Education Centre, but there are a few group photographs as well. There is one of Lou Albinati ca. 1962, when he was chair of the board, and one group board photo ca. 1980 but most are from the late 1980s and 1990s. Trustees for Beaverlodge, Spirit River, and Sexsmith are not represented until 1992, after which there was an amalgamated board for the combined district. On the back a note simply says, “Our Star Outfielder”. This photograph was identified by a fellow nun who remembered that Yvette Campeau was originally from Quebec, close to the Ontario border. She added that this Sister was “supervisor for the girls at the Academy and sacristine at the Church. She was always happy and always working. We’d make artificial flowers for the church: lilies for Easter which she would stiffen with gum arabic so they would really look like lilies; poinsettias for Christmas, special velvety paper at the beginning and later red cotton that she stiffened with gum arabic. She was very gifted with her hands.” |
