Cecil was born in England and came to Canada in 1919, settling in Peace River. He married Kathleen Walton on June 11, 1930 and lived in the Aspen Dale district. They had three children.
Cecil joined the army in 1940 and was discharged when the war was over five years later.
Two years after he joined the army, Kathleen and the children moved to Wembley, Cecil joined them after the war was over and they till reside there.
