Frank was born on November 8, 1871 in Eccles, Lancashire, England. By 1911 he had immigrated to Canada and settled in the Peace River country. Frank enlisted in January 1915, but was discharged in May because he was “not likely to become an efficient soldier.” Not to be dissuaded, Frank reenlisted in July of 1915 and this time was sent overseas to England. However, he was once again discharged in February of 1916; the reason stated was, “undesirable, character very bad. Frank suffered from chronic bronchitis, caused by years spent working in mines. Frank died on September 14, 1941.
